Covie Project Planning              


To implement an attainable project

This project has a very short timeline and in order to deliver on time most tasks should run concurrently.



Methodology

This project will be based on sound project management principles and will make use of the latest project management tools such as MS Project 2000.
 


Communication


The project will be published on the web and the will be updated as the project progresses.
The project schedule will be updated regularly and progress can be viewed by all concerned.
Email documents will be sent to all concerned that have access to  email facilities.
Documents will be posted or hand delivered to those concerned that do not have access to the internet or email.


Deliverables

As the project tasks will be running concurrently it may be that some deliverables are delivered out of sequence with regards to the project schedule.
Some tasks will be dependant on the completion of other tasks.

The project is scheduled to be completed by the 8th of December 2005

The first deliverable:
Proposals for tools to monitor and evaluate the project progression.

The second deliverable:
The contextual report that outlines the process and methodology followed that would be in line with and engages the expectations of the claimant community, who have already been consulted and complies with the TOR and all existing legislation, policies, approvals and requirements

The third deliverable:
Establishment of appropriate institutional structure for allocation and use of land with necessary supporting documentation including sets of rules regarding membership rights to land dispute resolution procedures and the final constitution.

The fourth deliverable:
Statutory consent and approvals related to land use and development

The fifth deliverable:
Use and conditions relating to alternative land

The sixth deliverable:
Reports on the land use and development plans as well as use and allocation rules.

The seventh deliverable:
Surveying and transfer of subject land and allocation of rights.
Claimant involvement and decision making.

The eighth deliverable:
Reports on: Capacity building.
Marketing investment and tourism network

The ninth deliverable:
Reports on: Investment and joint venture and marketing opportunities.
Management and allocation proceeds.

The tenth deliverable:
The establishment of a development vehicle to further implement the plan.
Report on: Management and allocation proceeds.

Proof of consent of the steering committee, the Covie Land Claims committee will be obtained when required.



Project Office

It is the intention to open a project office in Nature’s valley and employ suitable staff from the local PDI’s preferably from Covie.
The Covie community and members of the committee will have daily access to this office in order to keep informed and be a source of information. It is imperative that the community knows that this is their project.
The project office will be fully equipped with telephone and internet lines and office equipment.
The staff will assist with admin, taking and distribution of minutes and communication.


Human resources


The project will have a total staff compliment of 3 devoting 100% of their time to the successful implementation of this project.
Two coloured ladies from the local community and PDI’s will be employed as office manager and secretary.
Both ladies will have to be comfortable using telephones and computers as well as being able to work with the public and have the appropriate communications skills and demeanor


Project Analysis and planning.


In our preliminary investigation and existing knowledge of the Covie aspirations and desires it has become evident that facilitating the identification and transfer of alternate and subject land needs to be well coordinated and executed.
It is by no means cut and dried.
Working in close conjunction with the Covie committee, which is a job in itself, as the committee is spread over a wide area,  is imperative.
It is the intention to gather as much subject information and to formulate a solution before having a brainstorming session with the Covie committee and to formalize a decision as to the alternate and subject land.
An appropriate way to communicate effectively with committee members enabling them to  participate in decision making will be put in place from the outset.


Consultants


The project will make use of the appropriate consultants in town and infrastructure planning.
An amount of R200 000 has been estimated for the use of outside resources.
This figure has been arrived at after consultation with town planners and  Bitou.
